Georgia lawmaker Doug Teper (Democrat) has proposed a bill to replace the state's electric chair with the guillotine. Teper's reasoning? It would allow for death-row inmates as organ donors, he says, since the "Blade makes a clean cut and leaves vital organs intact." In 1995, a move to replace the electric chair with lethal injection (poisoning) failed in Georgia's assembly because legislators feared that prisoners could argue for a new sentencing hearing if the state changed the law. The Guillotine, invented by the French Dr. Guillotine, was mainly used in the 18th and 19th century and chops off a person's head. It hasn't been used for decades in any country on this planet.
